How does promotion work in Police Scotland?

Police Scotland runs its own promotion framework, distinct from the England & Wales NPPF (National Police Promotion Framework). Constable-to-sergeant and sergeant-to- inspector promotion involves a knowledge-based examination, work-based competence assessment, and force-run promotion boards. Higher ranks (Chief Inspector and above) run through the Association of Scottish Police Superintendents (ASPS) promotion protocols and Police Scotland board processes. Scottish promotion is not portable to E&W — officers transferring have to re-sit the E&W NPPF exam at the equivalent level.

The Scottish framework — high level

Police Scotland promotion runs on a three-part model that mirrors the E&W NPPF in shape but is specifically calibrated to Scottish law and Police Scotland structure:

  1. Knowledge examination (SPP). Scottish Police Promotion exam. Multiple choice + scenario-based. Covers Scottish criminal law, evidence, procedure, common-law offences, plus UK-wide topics (PACE where it applies in Scotland, Terrorism Act, road traffic law).
  2. Work-based competence. Against the Police Scotland Competence Framework. Line-manager review + portfolio + PDR evidence. Usually 12-24 months of demonstrable performance at the rank you're applying to move up from.
  3. Promotion board. Competency-based interview with a senior-officer panel. Runs periodically when Division vacancies come available.

How this compares to NPPF

  • Similar knowledge scope at the sergeant and inspector level, but calibrated to Scottish law (e.g. Common-Law offences, Scottish evidence rules, distinct summary vs solemn procedure).
  • Different competency framework — the Police Scotland Competence Framework rather than the CVF, though the underlying leadership competencies overlap.
  • Different exam supplier and a separate pass mark set per sitting.
  • Not directly portable. An NPPF Step 2 pass does not qualify you for Scottish promotion boards without sitting the SPP. And vice versa.

Preparation resources

The primary source is the Scottish Police Federation (SPF) and Police Scotland internal training. Blackstone's Police Manuals cover most of the UK-wide material and are widely used by Scottish candidates alongside the Scottish-specific reading. Specific Scottish revision materials are commercially available and updated for each sitting.

Beyond inspector

Chief Inspector and above run through Police Scotland leadership boards linked to the Scottish Police Leadership Programme and ASPS-supported development. Selection is rank-specific and typically involves an extended assessment centre, senior-leadership referees, and interviews with Chief Officer-level panels. The rank of Chief Superintendent in Scotland manages a Divisional Command area; Deputy Chief Officer and Chief Constable posts are appointed by the Scottish Police Authority.

ASPS and Federation coverage by rank

  • Constable to Chief Inspector: Scottish Police Federation.
  • Superintendent and above: Association of Scottish Police Superintendents (ASPS).

Frequently asked

Is Scottish promotion the same as the E&W NPPF?
No. Different examination, different competence framework, different promotion boards. The knowledge covered is broadly equivalent (Scottish police law + relevant UK-wide law), but the specific exam is separate. An officer with an E&W NPPF pass would still need to sit the Scottish equivalent to be considered for promotion in Scotland (and vice versa).
What is the SPP examination?
The Scottish Police Promotion (SPP) examination is the knowledge-based assessment for promotion from constable to sergeant, and from sergeant to inspector. It covers Scottish criminal law (Common Law + statutory), evidence, procedure, and specific policing topics. Format is multiple-choice and scenario-based, similar in shape to NPPF Step 2. Pass mark is set per sitting.
How is competence assessed?
Work-based competence assessment against the Police Scotland Competence Framework — the Scottish equivalent of the CVF. Line-manager review, portfolio evidence, PDR history, and structured feedback from senior officers. Successful candidates proceed to a promotion board.
How does the promotion board work?
Force-run panel typically comprising two senior officers, HR and (for federated ranks) an SPF observer. Structured competency-based interview covering leadership, operational judgment, and specific role scenarios. Boards are held periodically depending on vacancy availability across the Divisions.
What about promotion to Chief Inspector and above?
Different process. Chief Inspector and Superintendent promotion involves ASPS-linked leadership programmes, extended assessment centres and Police Scotland senior-leadership boards. Chief Superintendent and above is by direct appointment on a rank-specific selection process. The Scottish Police Leadership Programme is the anchor development programme.
I've passed NPPF Step 2 in E&W — does that count in Scotland?
Not directly. You would still be expected to sit the Scottish equivalent, though the underlying knowledge from an NPPF pass is transferrable and preparation time is typically much shorter. Discuss with the receiving Police Scotland Division and your SPF representative before transferring; some officers time their transfer to coincide with a promotion sitting.
