How does Police Scotland pay compare to England and Wales?
Legal framework
Police Scotland pay is negotiated by the Police Negotiating Board for Scotland (PNBS), approved by Scottish Ministers and implemented by the Scottish Police Authority (SPA) under the Police Service of Scotland Regulations. The Scottish Police Federation (SPF) represents federated-rank officers on the PNBS staff side; the Association of Scottish Police Superintendents (ASPS) covers the superintending ranks. This is a fully-separate structure from the England & Wales PRRB regime.
What's the same as E&W
- Base pay scale at broadly the same rate for constable and above.
- Unsocial hours 10% uplift for hours worked between 20:00 and 06:00.
- Overtime at time-and-a-half; double-time for rest-day cancellation.
- PPE issue on the same standard as E&W.
What's different
- No London / South East allowance. Scotland has no equivalent city weighting. Central Glasgow and Edinburgh policing does not attract a supplement.
- Distant-island allowance. Per-annum payment to officers in the Highlands and Islands remote postings (Orkney, Shetland, Western Isles, some remote mainland posts). Rate published annually.
- Scotland-specific competent-authority allowances for firearms, dog handler, marine, mountain-rescue and covert roles. Values differ from the E&W equivalents; check with your SPF representative for the current schedule.
- Housing allowance status. Police Scotland does not run a housing allowance for new joiners (this was long removed in E&W too). Some legacy allowances remain for pre-2013 joiners on transitional protection.
Pay progression
Officers progress up the constable scale annually (subject to satisfactory PDR), typically 7 steps to top-of-scale. Sergeant and inspector scales have their own steps. Promotion boards are run under the ASPP framework (Scottish equivalent of NPPF). See /scotland/promotion.
Ranks specific to Police Scotland at senior level
Scotland preserves the rank of Chief Superintendent in the same way as E&W but the historic distinctions (three-pip Chief Inspector vs the E&W two-pip equivalent, ceremonial-dress differences) can affect pay grade banding at specific senior positions. Deputy Chief Officer and Chief Constable are Scottish-specific titles for the top of the organisation — the Chief Constable of Police Scotland is the single-force chief for the whole country. Frequently asked
- Is Police Scotland pay higher or lower than England & Wales?
- Broadly aligned at the on-appointment rate for constable and at each sergeant/inspector step. Police Scotland has historically kept step with E&W pay awards. The material differences are: no London allowance in Scotland, so officers policing central Glasgow / Edinburgh do not receive a city uplift; but distant-island allowance for officers stationed in remote posts. Cost of living in most Scottish areas is materially lower than London and the South East.
- How is Scottish police pay set?
- Pay is negotiated by the Police Negotiating Board for Scotland (PNBS), whose official and staff sides (the staff side includes the Scottish Police Federation (SPF) and the Association of Scottish Police Superintendents (ASPS)) reach agreement. The agreement is then approved by Scottish Ministers and implemented by the Scottish Police Authority (SPA) under the Police Service of Scotland Regulations. The process is entirely separate from the England & Wales PRRB.
- What is the distant-island allowance?
- A per-annum payment made to officers stationed in the Highlands and Islands remote locations (Orkney, Shetland, Western Isles, some remote mainland posts). The rate is set annually. It reflects the higher cost of living and reduced amenity in these postings. It does not apply to city-based officers.
- How do competent-authority allowances work in Scotland?
- Officers with specific specialist accreditations receive competent-authority allowances (CAAs) on top of base pay. Scottish CAAs cover firearms (AFO / SFO), dog handler, marine, mountain rescue, and covert-operations authorities. Rates are set separately from the E&W dog-handler allowance and mirror the operational scope. Details on the Scottish Police Federation site.
- What about overtime and unsocial-hours allowance?
- Same structural rules as E&W: unsocial hours 10% uplift for 20:00-06:00 work, overtime at time-and-a-half with double-time for cancelled rest days. Some Police Scotland officers on the 4-on-4-off pattern with different shift structures may see slight variance in weekly hours calculation. See your SPF representative for the specific worked example.
- I'm transferring to Police Scotland from an E&W force — what changes?
- Base pay is broadly the same at your existing scale point. You lose any London / South East allowance. You gain access to Scotland-specific CAAs if your new role qualifies. Pension arrangements are separate — you move onto the Scottish Police Pension Scheme via the transfer. See /scotland/pension for the pension detail and /forces/police-scotland for the wider force profile.
