How does PSNI pay compare to England and Wales?
Legal framework
PSNI pay follows recommendations from the Police Remuneration Review Body (PRRB), which issues a separate Northern Ireland report, with determinations made by the Northern Ireland Minister of Justice (Department of Justice) under the Police (Northern Ireland) Act 2000. The Police Federation for Northern Ireland (PFNI) and the Superintendents' Association for Northern Ireland (SANI) represent officers in the process. Base pay scales are broadly aligned with England & Wales; the Northern Ireland Transitional Allowance is the main structural difference.
What's the same as E&W
- Base pay scales broadly aligned at each rank.
- Unsocial-hours 10% uplift for 20:00-06:00 work.
- Overtime at time-and-a-half; double-time for rest-day cancellation.
- Detective, dog-handler, firearms and specialist authorities attract equivalent allowances.
What's different
- Northern Ireland Transitional Allowance (NITA). £4,283 per year from 1 September 2025, non-pensionable, paid to all ranks up to and including chief constable, recognising the operational context. This is the largest structural pay difference from E&W.
- No London / South East allowance. Northern Ireland has no city weighting.
- Specific security allowances for roles with elevated personal-security requirements. These are role-specific and not published in detail.
- Housing and vehicle arrangements. Some PSNI officers have personal- security-related housing and vehicle protocols (subsidised alarm systems, discreet- vehicle options) that are part of the wider PSNI security regime but not classified as pay per se.
- Detective allowance is paid on a differently-calibrated scale, tied to the PIP-Level qualification path.
Pay progression
Constable scale progression is annual, subject to satisfactory PDR, typically 7 steps to top-of-scale. Sergeant and inspector scales have their own steps. Promotion is under the PSNI promotion framework — separate from the E&W NPPF.
Cost of living
Cost of living in Northern Ireland is generally lower than in the South East of England — housing in particular is materially cheaper than London and comparable to Northern E&W cities. Combined with the Northern Ireland allowance, PSNI officers can find their disposable income compares favourably with same-rank E&W officers outside London.

Frequently asked
- What is the Northern Ireland allowance?
- Formally the Northern Ireland Transitional Allowance (NITA): £4,283 per year from 1 September 2025, non-pensionable, paid to all ranks up to and including chief constable. It recognises the operational and security context of policing in Northern Ireland — the ongoing threat, unique demands and specific risk profile — rather than cost of living. It is paid on top of base pay and reviewed periodically. Details on the PFNI site.
- How is PSNI pay set?
- PSNI pay follows recommendations from the Police Remuneration Review Body (PRRB), which produces a separate Northern Ireland report; determinations are then made by the Northern Ireland Minister of Justice (Department of Justice) under the Police (Northern Ireland) Act 2000. The Police Federation for Northern Ireland (PFNI) represents federated-rank officers; the Superintendents' Association for Northern Ireland (SANI) covers superintending ranks. Base scales are broadly aligned with England & Wales.
- What about on-call?
- On-call arrangements exist across PSNI for specific roles (CID, negotiators, senior investigating officers, some armed-response cells). Payment structure is agreed with PFNI and published in PSNI standing orders. Officers required to be immediately available outside rostered hours receive on-call payments; those responding get overtime on top.
- Are PSNI officers paid for the ongoing security threat?
- The Northern Ireland allowance is the primary mechanism recognising the operational context. Some specific roles with elevated security requirements have additional allowances or benefits linked to the personal-security regime (home-security measures, discreet-vehicle arrangements etc.). Details are individual and not published openly for obvious operational-security reasons.
- I'm transferring to PSNI from an E&W force — how does pay change?
- Base pay is broadly the same at the equivalent rank. You gain the Northern Ireland allowance. You lose any London / South East allowance. Pension is separate — see /psni/pension. There are additional practical considerations around vetting, personal security, and housing that transferring officers should discuss with PFNI and PSNI recruitment before applying.
- Overtime and unsocial hours
- Same structural rules as E&W: unsocial-hours 10% uplift for hours worked between 20:00 and 06:00, overtime at time-and-a-half, double-time for cancelled rest days. Some specific PSNI roles operate on tailored shift structures that generate different weekly hours patterns; check the specific role's shift roster before assuming direct equivalence with E&W.
