What pension schemes cover PSNI officers?

PSNI officers are covered by pension arrangements broadly aligned with the wider UK police pension family — the Northern Ireland Police Pension Scheme 2015 (CARE) is the current scheme for serving officers, with the earlier Northern Ireland Police Pension Scheme 1988 and Northern Ireland Police Pension Scheme 2006 as legacy final-salary schemes for pre-2015 members. Officers who served in the Royal Ulster Constabulary George Cross (RUC GC) before the 2001 transition to PSNI retain their pension entitlements under the earlier RUC provision. The McCloud remedy applies in Northern Ireland with a Northern Ireland-specific implementation.

Scheme structure

Northern Ireland runs three police pension schemes in parallel, mirroring the E&W and Scottish patterns — 1988, 2006 and 2015 CARE. Members of the earlier Royal Ulster Constabulary (RUC) GC continued their pension entitlement into PSNI on the 2001 transition, with any legacy accrual protected. The scheme administrator sits within the Northern Ireland Civil Service pensions structure.

NI Police Pension Scheme 1988

Final-salary scheme, closed to new joiners in April 2006, closed to further accrual for most members from April 2022 (McCloud remedy period). Full pension at 30 years' service. Commutation lump-sum up to 25% of pension value.

NI Police Pension Scheme 2006

Final-salary scheme with 1/60th accrual. Closed to new joiners April 2015. Deferred pension age 55 with 5 years' service.

NI Police Pension Scheme 2015 (CARE)

Current scheme for all serving officers. Accrual 1/55.3, in-service revaluation CPI+1.25%. Deferred pension age tracks State Pension Age. Automatic lump-sum optional on retirement via commutation.

Employee contributions

Tiered by pensionable pay band. Rates for the 2015 CARE scheme typically run in the 12-15% range, broadly aligned with the E&W and Scottish schemes. Employer contribution is paid by the Northern Ireland Policing Board / Department of Justice.

McCloud in Northern Ireland

Same principle as elsewhere in the UK. Between April 2015 and March 2022, members were moved to the CARE scheme in tranches based on age — courts found this age-discriminatory. Remedy: affected members treated as if remaining in legacy scheme for the remedy period, with retirement-point choice between legacy and CARE benefits. Northern Ireland implements via the Police Pensions Amendment (Northern Ireland) Regulations.

RUC GC transition considerations

Officers who served pre-Nov 2001 in the RUC GC have specific transitional protections. Legacy accrued rights carry into PSNI at the value locked at transition. For officers affected, the scheme administrator can produce a combined statement. This is a legacy area that mostly affects officers approaching or in retirement now.

Ill-health retirement

Two-tier structure (Lower Tier and Upper Tier) mirroring E&W and Scotland. The PSNI Force Medical Officer makes the initial assessment; appeals go to the Police Medical Appeal Board (PMAB) under Northern Ireland-specific arrangements. See /support/medical-retirement for the wider walkthrough (which is E&W-focused but the structure is broadly the same).

Frequently asked

Which scheme am I in?
Serving RUC GC officers pre-Nov 2001 were on the RUC pension provisions and transitioned into the PSNI schemes. Post-2001 joiners fall under the NI Police Pension Scheme 1988 (if joined by 2006), the NI Police Pension Scheme 2006 (2006-2015), or the NI Police Pension Scheme 2015 (CARE) from April 2015. McCloud may affect scheme choice for the 2015-2022 period. The scheme administrator confirms from your service record.
How is the 2015 CARE scheme calculated?
Same basic structure as the E&W and Scottish 2015 schemes — accrual rate 1/55.3 of pensionable pay per year, revalued CPI+1.25% while in service. Deferred pension age tracks State Pension Age. Employee contributions are tiered by pensionable pay band.
What happened at the RUC GC → PSNI transition in 2001?
The Patten Reforms restructured policing in Northern Ireland with the transition from the Royal Ulster Constabulary George Cross (RUC GC) to the Police Service of Northern Ireland (PSNI) on 4 November 2001. Officers who served in RUC GC pre-transition retained accrued pension entitlements under the earlier provisions. A specific severance package was offered to officers taking voluntary retirement as part of the reforms.
How does McCloud apply in Northern Ireland?
The McCloud remedy is a UK-wide judgment. Northern Ireland implements it through NI-specific regulations that parallel the E&W and Scottish provisions. Affected members are treated as if they remained in their legacy scheme for the remedy period (April 2015 to March 2022) and at retirement can choose legacy or CARE benefits for that period. Contact the scheme administrator for scheme-specific quotes.
Ill-health retirement
Same structural framework — Lower Tier (unable to perform ordinary duties of a constable) and Upper Tier (unable to perform any regular employment). Assessment by the PSNI Force Medical Officer. Appeals to the Police Medical Appeal Board (PMAB) in a Northern Ireland-specific format. See /support/medical-retirement for the wider walkthrough.
I'm transferring from E&W — how does my pension move?
You do NOT automatically transfer pension pot. Options: (a) leave the E&W pot deferred and start a fresh PSNI CARE pot from your first day in PSNI; (b) request a transfer-in to the PSNI scheme — the NI administrator will value the transfer and quote an equivalent-service credit. Get advice; a transfer-in is often the more valuable choice for younger officers with substantial service but every case differs. Consult PFNI and, if the numbers are material, a regulated financial adviser.
