What the evidence says
Electronic monitoring (EM) of offenders uses tags to track sex offenders' locations, reducing reoffending rates based on evidence from a systematic review of 33 studies, including 12 on sex offenders. The meta-analysis showed significant decreases in reoffending compared to control groups without EM. The review concludes that EM is effective in managing sex offenders while allowing community integration.
How it works
EM increases the risk of detection for reoffending, establishes strict conditions for offenders, and allows for continued family contact and employment, which may deter criminal behavior.
Implementation
Successful implementation relies on effective communication between various agencies, sound planning, and response protocols for breaches of conditions. Technological capabilities are also essential for the program's success.
